The Park Theatre Moves Forward

On December 12th, the Park Theatre broke ground and began the process of rebuilding the historic theatre in downtown Jaffrey. The property benefited from an environmental assessment through SWRPC’s Brownfields Program which quantified the costs of removing hazardous materials from the building and removal of an outdated underground storage tank. The Theatre group learned that the building would need to be razed due to costs associated with updating the building to today’s code requirements. Following this development, it finalized its architectural plans for the new facility and obtained site plan approval for constructing a new building. A number of historical and architectural features from the original building have been safely removed and preserved and grants have been secured from the New Hampshire Community Development Finance Authority and the US Department of Agriculture, Rural Development to take down the facility, prepare the site for construction and begin the rebuilding process. Planning Handbooks Updated

The New Hampshire Office of Energy and Planning (OEP) has recently updated their Planning Board guidebook. The latest edition of The Planning Board in New Hampshire, A Handbook for Local Officials, November 2013 can be viewed and downloaded at http://www.nh.gov/oep/planning/resources/documents/planning-board-handbook.pdf. OEP also amended the guidebook for the local Board of Adjustment. The Board of Adjustment in New Hampshire, A Handbook for Local Officials, October 2012 which can be viewed and downloaded at: http://www.nh.gov/oep/planning/resources/documents/zoning-board-handbook.pdf. Both of these documents contain information that addresses many procedures, functions, and duties of the respective boards. Weatherization Workshop in Keene

The Planning Commission is co-sponsoring a free ‘Button Up NH’ Weatherization Workshop on January 25, 2014. Monadnock Energy Resource Initiative (MERI) is organizing this workshop, which will take place from 10:00 a.m. to 12:00 p.m. at the United Church of Christ at 23 Central Square in Keene. This session is designed to provide homeowners and others interested in building energy efficiency with information and techniques to help save money on home energy use. An independent certified energy professional will teach basic building science concepts and address air sealing, insulating, and conservation measures that can reduce fuel and energy use. Refreshments will be served during the question and answer portion of the workshop. For more information, please contact Tara Germond of Commission staff. Ten Year Transportation Improvement Plan

On December 4th the Governor’s Advisory Commission on Intermodal Transportation (GACIT) submitted its recommendations regarding the content of the proposed 2015-2024 Ten Year Transportation Improvement Plan (TYP) to the Governor’s Office. GACIT’s recommendations are based on recommendations by NH DOT, the nine regional planning commissions, and public input obtained through a series of twenty-five public hearings held by GACIT during the fall of 2013. The draft plan contains projects totaling approximately $2.8 billion in highway, bridge, rail, transit, aviation and other transportation investments over the ten year period. Priority Southwest Region projects such as the Rts. 202/124 intersection in Jaffrey and the replacement of the Hinsdale-Brattleboro bridges are included in this version of the Plan. The next step in the TYP process is for the Governor to finalize review of the GACIT draft plan and make a recommendation on the contents of the TYP to the New Hampshire Legislature. The Legislature is then scheduled to consider the Governor’s proposed plan for adoption by the end of the Legislative session in June 2014. For more information about the TYP, please contact J. B. CDBG Application Writing Workshop

On December 5th, Planning Commission staff attended the Community Development Block Grant (CDBG) Application Writing Workshop hosted by the NH Community Development Finance Authority at the NH Audubon Center located in Concord, NH. The workshop covered eligible projects, federal requirements, scoring process, housing and public facilities applications, economic development applications, and the online grants management system through which all applications must be submitted. Winter Commission Meeting Scheduled for February 18, 2014

The Planning Commission’s Winter Meeting has been scheduled for February 18, 2014 at Papagallos Restaurant in Swanzey, NH beginning at 5:00 p.m. The featured speaker will be Lorraine Merrill, Commissioner of the NH Department of Agriculture, Markets and Foods.
