Annual Meeting Set for June 25, 2013

The Planning Commission’s Annual Meeting is scheduled for Tuesday, June 25, 2013 at Keene State College, Alumni Center in Keene, NH. Our featured speaker is Van McLeod, Commissioner of the NH Department of Cultural Resources. The program includes a social beginning at 6:00 p.m. with dinner served at 7:00 p.m. For additional information or to register, please contact Becky Baldwin of Commission staff.


Connecticut River Byway Tri-State Bicycling Map

The Planning Commission has begun working with the Windham Regional Commission (VT), Pioneer Valley Planning Commission, (MA) and the Franklin Regional Council of Governments (MA) on a project aimed at developing an online and printed version of a regional bicycle map, which includes road and trail options along portions of the Connecticut River Scenic Byway. The map will include Keene and communities to the west and south. Additional elements of this project include installing a wayfinding sign system as well as bicycle parking racks along the chosen routes to enhance bicycling in the tri-state region. This project will also encourage active transportation, tourism between the tri-state communities, and help to provide area residents and visitors with a better knowledge of the recreational opportunities within their communities and the broader region. Municipal Emergency Operations Planning

Planning Commission staff is available to assist towns in creating and updating Local Emergency Operations Plans. The State of New Hampshire, through the NH Department of Homeland Security and Emergency Management (HSEM), offers a grant program which allows towns to gain assistance in creating and/or updating their Local Emergency Operations Plans at no additional cost to the town. SWRPC staff has completed the latest Local Emergency Operations Plan training recommended by HSEM and is qualified to assist towns with maintaining and updating their plans. This training involved the completion of online FEMA courses covering the National Incident Management System (NIMS), the National Response Framework, the Incident Command System (ICS), and ICS for Single Resources and Initial Action Incidents. Staff also participated in a HSEM sponsored training session covering Local Emergency Operations Plan creation and update processes. Spring Planning and Zoning Conference

Staff attended the 19th Annual Spring Planning and Zoning Conference at the Radisson Hotel in Manchester, NH on May 11, 2013. This event, hosted by the Office of Energy and Planning (OEP), drew over 300 planners, planning board members, zoning board of adjustment members, and others to learn about a variety of topics including planning board basics, broadband planning, and community outreach and engagement. This annual event provides essential training and support for the state’s professional and volunteer planners. For information on this event, please contact Steve Waleryszak of Commission staff.


Greater Keene Air Quality Education and Outreach Campaign

SWRPC recently teamed up with Keene State College students and Girl Scouts of America Troop #12261 of Troy/Fitzwilliam to distribute door hang-tags in neighborhoods around Keene to in an effort to educate residents about clean wood burning practices. Residents are being asked to burn the right wood, use the right stove, and burn the right way. As summer approaches, residents are encouraged to buy wood now for the winter heating season of 2013/2014 to allow the wood to dry, making it more efficient when burned. Towns Selected for Community Planning Grants

New Hampshire Housing recently awarded nearly $500,000 in planning grants for Round Two of the Community Planning Grant program. The Towns of Greenfield and Rindge were among the 21 communities across New Hampshire that received these awards. The Town of Greenfield is exploring the creation of a Neighborhood Heritage District based on the results of the regulatory review conducted in Round One as well as input from the community during recent visioning work done for their Master Plan update. The Town of Rindge is continuing the work that was begun through its Round One grant to prepare regulatory changes for the transformation of the West Rindge Village and the adjacent four corners. SWRPC is partnering with the New Hampshire Preservation Alliance to provide assistance with the Greenfield project. For additional information, please contact Lisa Murphy of Commission staff.


Community Development Block Grant Implementation Workshop

SWRPC staff attended the Community Development Block Grant (CDBG) Implementation Workshop on May 22, 2013 hosted by the New Hampshire Community Development Finance Authority (NH CDFA) at the New Hampshire Public Radio offices in Concord, NH. The workshop covered the following CDBG topics: use of the online grants management system, municipal adoptions/approvals, environmental reviews, subrecipient agreements and monitoring, procurement, financial management, construction management, municipal responsibilities, housing rehabilitation, acquisition and relocation, and job counting.
